According to Speedwell Emeka Onyewuotu, tentatively the governor of the state may have paid a lot of money just speak at the Chatham House today.

CHATAM HOUSE AGAIN?
Indeed, there is nothing wrong with the head of state, but there is certainly something wrong with the state of the head.
I learnt that a certain governor from South East Nigeria, paid thousands of Great Britain Pounds to speak at Chatam House today on Free Education.
This Governor is owing Pensioners in his state many months arrears of pension, his workers are groaning under serious hardship occasioned by salary payment irregularity. He planned to sack over 3000 for lack of funds to pay. Federal Government bailed him out, he diverted billions of bail of funds to his private pocket.
Under this man, quality of education in the state has dropped to a record low, insecurity has acquired an estate in his state. The morale of citizens of his state is at its lowest. Hopelessness is clearly written on the faces of the people he governs. Yet he decided to embark on this waste of public funds.
Describe this man in one sentence.
